It's a recipe for disaster. Maybe if the state ever did finally "wither away" it might work, but those corrupt bureaucrats don't ever seem to want to allow that to happen. <BR/><BR/>Well, I guess you could say the old Soviet state "withered away" in a sense, but the result of that was social upheaval on a national scale that spread to all the satellite regimes and in Russia left a vacuum that had to be filled.
